I'm thinking of two hospitals, both are private, and both receive some federal funds.<br /><br />One is Catholic and does not want to hire openly gay staff. This declaration seems to support the hospitals' choice to not hire people who do not share their views.<br /><br /><br />The other hospital performs abortions and does not want to hire staff who refuse duties that are connected to abortions (providing a referral or cleaning a patient room). In this case the declaration supports the individual's freedom of conscience.<br /><br />Which is it?
